Two people, two phones, one shared record.

1. On D. Ford's phone, open the Critical alert (tap an alert card), then tap Submit & request approval and pick A. Okafor.
2. A. Okafor's phone gets a notification. Tap Review & verify, tick “I have reviewed…”, then Approve & close (or Reject) with a reason.
3. D. Ford's phone shows verified & closed.

Separation of duties: the person who reports or fixes an alert can’t approve it.
